Imagine if the information held by different public institutions could work together more efficiently. That is the idea behind Azerbaijan’s new Digital Communications Information System.
“Where do I need to submit this request?”
“Try this department first. They may need information from another institution.”
Anyone who has dealt with administrative procedures will recognize the frustration. Sometimes the information already exists, but getting it from the right place is another matter.
This is an illustrative conversation, not an account of a real exchange. But it captures the practical challenge that better-connected digital systems are designed to address.
President Ilham Aliyev has signed a decree establishing Azerbaijan’s Digital Communications Information System (RRIS) and regulating related matters. The system is intended to support oversight in information and communication technologies, telecommunications and postal services, while improving how public institutions and other parties interact.

RRIS is designed to help make processes more operational, efficient and transparent. It will also support the systematic organization and accessibility of services and information stored within the system.
Its scope covers central and local executive authorities, state-owned legal entities whose controlling stakes belong to the state, public legal entities established on behalf of the state, other budget organizations, local self-government bodies, and other individuals and legal entities.
The ambition is straightforward: organize the digital infrastructure that supports communication and information exchange across these parties.
That does not mean every procedure will immediately become faster. The decree establishes a framework; the results will depend on how it is put into practice.
The Ministry of Digital Development and Transport will act as the system’s owner. The Information and Communication Technologies Agency, which operates under the ministry, will be responsible for its operation.
The Cabinet of Ministers must resolve matters arising from the decree.
The ministry must organize RRIS’s development and operation and arrange for the system to be hosted in the Government Cloud, in line with the concept approved by presidential decree on 3 June 2019.
RRIS must also be included in the Unified Register of State Information Resources, Systems and Electronic Services and in the state register of personal data information systems.
One of the decree’s specific requirements sets a six-month timeframe. The ministry must work with the public bodies that are the original sources of information specified in the RRIS regulations to take the necessary steps to make that information available through the Electronic Government Information System.
The ministry must also work with the State Service for Special Communication and Information Security on measures arising from the presidential decree of 12 September 2018 concerning the formation, maintenance, integration and archiving of state information resources and systems, as well as related e-government measures.
A digital system is more than a network of screens and databases. It depends on institutions working together, clear responsibilities and reliable access to information.
RRIS is intended to strengthen that organizational foundation in Azerbaijan’s communications and information technology sectors. Its practical impact will become clearer as the required measures are implemented.
